Here is Radio Taiwan International on 15,440 kHz at 22:20 UTC 2013-06-23 as received on my JRC NRD 545D receiver, and as well on a Drake R8 receiver. This program was in English and was beamed to western North America. My antenna is a Par End-fedz EF-20, meant for Amateur use on the 20-meter band.
